As usual there could be several reasons for the problem. There isn’t a standard when it comes to Cold Press/Hot Press etc. Some brands are more sturdy than others-so it might be the paper in question. The more water you use, the more likely you can cause ‘pilling’ – that clumping of fibers. If you are using a stiff brush, it is more likely to cause damage. Or it could be technique, and you are overworking more than you realize. If you keep adding wet paint to a wet area, even if you aren’t scrubbing at it, you can soak the fibers to the point where the slightest touch will cause pilling.
